2016 BYRON STATION INITIAL LICENSE EXAMINATION MISCELLANEOUS CORRESPONDENCE

UNITED STATES NUCLEAR REGULATORY COMMISSION REGION Ill 2443 WARRENVILLE RD. SUITE 210 LISLE, IL 60532-4352 January 28, 2015 Mr. Bryan C. Hanson Senior VP, Exelon Generation Company, LLC President and CNO, Exelon Nuclear 4300 Winfield Road Warrenville, IL 60555

SUBJECT:

SCHEDULING OF INITIAL OPERATOR LICENSE EXAMINATIONS, BYRON STATION, UNITS 1 AND 2

Dear Mr. Hanson:

We have received your corporate letter RS-14-164, dated May 29, 2014, in response to U.S. Nuclear Regulatory Commission (NRC) Regulatory Issue Summary 2014-05, "Preparation and Scheduling of Operator Licensing Examinations." In the letter, you requested an initial operator licensing examinations be scheduled for March 2016, December 2017, and October 2019, at the Byron Station. These dates have changed from your previous submittal in corporate letter RS-13-183 and our NRC response letter dated January 27, 2014.

In response, we have scheduled initial operator licensing examinations for the weeks of:

March 14 and 21, 2016, with an on-site validation date the week of February 15, 2016.

February 5 and 12, 2018, with an on-site validation date the week of January 8, 2018.

October 7 and 14, 2019, with an on-site validation date the week of September 9, 2019.

In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations, unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately.

The examinations have been individually scheduled for two weeks because your letter indicated that there were more than nine applicants being considered for each of these examinations.

Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program.

In accordance with Title 10 of the Code of Federal Regulations (1 0 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC's Public Document Room or from the Publicly Available Records (PARS) component of the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Mr. Michael J. Pacilio UNITED STATES NUCLEAR REGULATORY COMMISSION REGION Ill 2443 WARRENVILLE ROAD, SUITE 210 LISLE, IL 60532-4352 January 27, 2014 Senior Vice President, Exelon Generation Co., LLC President and Chief Nuclear Officer, Exelon Nuclear 4300 Winfield Road Warrenville, IL 60555

SUBJECT:

CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS:

BYRON STATION, UNITS 1 AND 2

Dear Mr. Pacilio:

We have received your corporate letters RS-12-114, dated July 5, 2012, and RS-13-183 dated July 8, 2013. In these letters, you requested that initial operator licensing examinations be scheduled at the Byron Station in August 2015, March 2016, August 2017, and December 2018.

We recognize that letter RS-13-183 had deleted the previously requested exam scheduled in August 2015 at the Byron Station. In response, we have scheduled the following initial license exams for the Byron Station:

Weeks of March 28 and April 4, 2016, with an onsite validation date of March 7, 2016; Weeks of August 14 and 21, 2017, with an onsite validation date of July 24, 2017; and Weeks of December 3 and 10, 2018, with an onsite validation date of November 12, 2018.

We note that you were previously scheduled for an initial operator licensing exam the weeks of June 2 and 9, 2014, with an onsite validation date of May 12, 2014. This exam date has not changed. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Exelon Generation Company, LLC (EGC) Response to NRC Regulatory Issue Summary 2012-07, "Preparation and Scheduling of Operator Licensing Examinations"

Reference:

NRC Regulatory Issue Summary 2012-07, "Preparation and Scheduling of Operator Licensing Examinations," dated June 8, 2012 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2014 through 2017, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2014 and 2015. Attachments 1 through 11 provide responses to RIS 2012-07 for the EGC plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

In calendar year 2016, six candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment 7. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual-site examination that involves LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on Attachment 7 for LGS. Attachment 9 for PBAPS references Attachment 7 where appropriate.

There are no regulatory commitments contained within this letter. Shouid you have any questions regarding this letter, please contact Dwi Murray at (630) 657-3695.

Exelon Generation Company, LLC (EGC) Response to NRC Regulatory Issue Summary 2013-06, "Preparation and Scheduling of Operator Licensing Examinations"

Reference:

NRC Regulatory Issue Summary 2013-06, "Preparation and Scheduling of Operator Licensing Examinations," dated June 7, 2013 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2015 through 2018, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2015 and 2016. Attachments 1 through 10 provide responses to RIS 2013-06 for the EGC plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

For the Limerick Generating Station (LGS) and the Peach Bottom Atomic Power Station (PBAPS), the Limited Senior Reactor Operator (LSRO) initial license examination can be a dual-site examination. Rather than repeat the same information on both attachments, the examination scheduling information is provided on Attachment 6 for LGS. Attachment 8 for PBAPS references Attachment 6 where appropriate. There are no candidates currently expected to take the dual-site LSRO initial license examination for calendar years 2015 through 2018, as indicated on Attachment 6.

There are no regulatory commitments contained within this letter. Should you have any questions concerning this letter, please contact Richard W. Mcintosh at (630) 657-2816.

Respectfully,

/:;;¥~

/:;;¥~
