DUKE ENERGY - DRAFT REQUEST FOR ADDITIONAL INFORMATION RE: LICENSE AMENDMENT REQUEST TO ADOPT TSTF-523 (CAC NOS. MF6413-MF6422)

Mr. Zaremba, By letter dated June 24, 2015 (ADAMS Accession No. ML15175A438), Duke Energy Progress Inc., and Duke Energy Carolinas, LLC (Duke Energy) submitted a request for amendments to the Technical Specifications (TSs) for Brunswick Steam Electric Plant, Unit Nos. 1 and 2 (BSEP); Shearon Harris Nuclear Power Plant, Unit 1 (HNP); Catawba Nuclear Station, Units 1 and 2 (CNS); McGuire Nuclear Station, Units 1 and 2 (MNS); and Oconee Nuclear Station, Units 1, 2, and 3 (ONS). The proposed amendments would modify TS requirements to address Generic Letter 2008-01, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems, as described in TSTF-523, Revision 2, Generic Letter 2008-01, Managing Gas Accumulation. Duke Energy previously committed to submit these proposed changes. The Notice of Availability for TSTF-523 was published in the Federal Register on January 15, 2014.

The NRC staff has reviewed the information submitted by the licensee, and based on this review, determined additional information is required to complete the assessment of the license amendment request. Please find attached a DRAFT copy of the NRC staffs additional information request. These DRAFT RAIs are being sent to you to ensure that the questions are understandable, the regulatory basis for the questions are clear, and to determine if the information was previously docketed. Please notify me by Friday, November 13, 2015, if you desire to hold a teleconference to discuss the questions. The NRC staff will request a response to the RAIs within 30 days of the formal NRC RAI transmittal letter.
