and SEMINOLE ELECTRIC COOPERATIVE, INC. (the licensees) as supplemented by letter dated December 9, 1976, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter 1;

Construction of the Crystal River Unit 3 Nuclear Generating Plant (facility) has been substantial1y completed in conformity with Provisional Construction Permit No. CPPR-51 and the application, as.
amended, the provisions of the Act and the rules and regulations of the Conmhsion; C.
The facility will operate in conformity with the app11cation, as amended, the pro*isions o~ the Act, and the rules and regulations of the Cormiission:
