Dear Mr. Repko:
By letter dated July 15, 2015 (Agencywide Documents Access and Management System Accession No. ML15196A093), Duke Energy Carolinas, LLC, license amendment requires to use a new set of fission gas gap release fractions for high burn up fuel rods that exceed the
- lipear heat generation rate limit detailed in Regulatory Guide 1.183, Table 3, Footnote 11.
The Nuclear Regulatory Commission (NRC) staff has determined that a regulatory audit of the McGuire license amendment request (LAR) should be conducted in accordance with the Office of Nuclear Reactor Regulation Office Instruction LIC-111, "Regulatory Audits," for the NRC staff to gain a better understanding of the licensee's calculations and other aspects of the LAR.
A regulatory audit is a planned, license or regulation-related activity that includes the examination and evaluation of primarily non-docketed information. A regulatory audit is conducted with the intent to gain understanding, to verify information, and/or to identify information that will require docketing to support the basis of the licensing or regulatory decision. Performing a regulatory audit of the licensee's information is expected to assist the NRC staff in efficiently conducting its review or gain insights on the licensee's processes or procedures. Information that the NRC staff relies upon to make the safety determination must be submitted on the docket. However, there may be supporting information retained as records under Title 10 of the Code of Federal Regulations (10 CFR), Section 50.71 maintenance of records, making of reports and/or 10 CFR 54.37 additional records and record-keeping requirements that, although not required to be submitted as part of the licensing action, would help the NRC staff better understand the licensee's submitted information.

Background
By letter dated July* 15, 2015 (Agencywide Documents Access and Management System Accession No. ML15196A093), Duke Energy Carolinas, LLC (Duke), submitted a license amendment request (LAR) to use a new set of fission gas gap release fractions for high burnup fuel rods that exceed the linear heat generation rate limit detailed in Regulatory Guide 1.183, Table 3, Footnote 11.
The U.S. Nuclear Regulatory Commission (NRG) staff has determined that a regulatory audit of the McGuire LAR should be*conducted in accordance with the Office of Nuclear Reactor Regulation Office Instruction LIC-111, "Regulatory Audits," for th.e NRG staff to gain a better understanding of the licensee's calculations and other aspects of the LAR.

Regulatory Audit Bases The basis of this audit is Duke's LAR and NUREG-0800 Standard Review Plan Section 15.0.1, "Radiological Consequence Analyses Using Alternative Source Terms."

Regulatory Audit Scope The scope of this regulatory audit will include supporting calculation documents used in the application.
- 4.
Information Needs The licensee is requested to have the following documentation available on site for the audit team. The documentation could be provided electronically or by paper copies. If provided electronically, the licensee is requested to have at least two computers available for the audit team, with a printer attached.
- 1. PAD and COPERNIC output files
- 2. "gapfrac" worksheet
- 3. Calculations comparing the various gap fraction calculations between ANS5.4 (2011 ), ANS5.4 (1982) (low and high temperature)
- 4. Analytical Techniques used in determining bounding fractions Additional information needs identified during the audit will be communicated to the designated point of contact.
The NRC staff also requests the licensee to make personnel who are familiar with the LAR (including site staff and contractors, if appropriate) accessible upon request (E?it~er in person or by phone). The personnel should be able to respond to NRC staff questions.

Entrance and exit briefings will be held at the beginning and end of this audit, respectively. The licensee is requested to provide a room for the use by the audit team. A more detailed, proposed, audit schedule is attached.

Deliverables An audit reporVsummary will be issued to the licensee within approximately 90 days from the end of the audit. Additionally, the results of the audit will be utilized to focus the scope of any requests for additional information issued in the course of this review.
