TEMPORARY WAIVER OF COMPLIANCE -
OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 By letter dated September 29, 1989, you requested an emergency Technical Specification (TS) change which would add a note to TS Table 4.4-1, specifying when integrated (Type A) and local (Type C) leak rate testing becomes applicable for containment penetration 53.
The TS change also modifies Table 4.4-1 to reflect the requirement to perform Type C testing of this penetration. The current TS requirement to test this penetration has not been properly performed, requiring isolation of the penetration. However, intermittent use of this penetration is required during plant operation to charge the A core flood tank with nitrogen. This emergency TS change is required to commence startup of Unit1 and to continue operation of Units 2 and 3.
We have reviewed your evaluation and the justification, including compensatory actions, provided in your submittal and find them acceptable. This letter confirms the verbal granting of a temporary waiver of compliance from the requirement of TS 3.6.3c to allow intermittent use of this penetration to charge the A core flood tank. This temporary waiver of compliance will be in effect while the staff completes the processing of your emergency change request.
