June 7, 1989 Docket Nos.: 50-269, 50-270 and 50-287 Mr. H. B. Tucker, Vice President Nuclear Production Department Duke Power Company 422 South Church Street Charlotte, North Carolina 28242
Dear Mr. Tucker:
SUBJECT:
SAFETY EVALUATION FOR GENERIC LETTER 83-28, ITEM 4.5.3, REACTOR TRIP RELIABILITY - ON-LINE FUNCTIONAL TESTING OF THE REACTOR TRIP SYSTEM (TACS 54005/54006/54007)
Generic Letter 83-28, Item 4.5.3, required confirmation from all licensees and applicants that on-line functional testing of the reactor trip system, including independent.testing of the diverse trip feature, was being performed.
By letter dated August 9, 1985, you submitted your response to Generic Letter 83-28, Item 4.5.3.. Therein you indicated your endorsement of the B&W Owners' Groups Report 1CAN048504, as being applicable to Oconee Nuclear Station, Units 1, 2 and 3. The NRC staff, with the assistance of our contractor, Idaho National Engineering Laboratory, has reviewed your response and the B&W Owners'Group's report. We conclude that the existing intervals for on-line functional testing at Oconee are consistent with achieving high reactor trip system availability.
The enclosed safety evaluation and contractor's report (EGG-NTA 8341) provide the details and basis for our conclusion. Therefore, we consider Generic Letter 83-28, Item 4.5.3 to be-completed.
This completes all staff activities related to TAC Nos. 54005/54006/54007.
Sincerely, Leonard A. Wiens, Project Manager Project Directorate 11-3 Division of Reactor Projects -
I/Il Office of Nuclear Reactor Regulation
