We have received copies of the following applications which were filed with the Office of Nuclear Reactor Regulation (ONRR) for review in connection with the Oconee Nuclear Station Unit Nos. 1, 2 and 3:
- 1. A February 10, 1983 application which proposed certain Technical Specification changes relating to Reactor Coolant System leak tests, hydrogen analyzer penetration, and surveillance frequencies of certain pumps and valves. A Class III fee ($4,000) and two Class I fees ($800) were remitted with your application pursuant to 10 CFR 170.22 of the March 23, 1978 regulations.
- 2. A May 29, 1984 application which requested approval for disposal of contaminated sand within a controlled area. Fees pursuant to 10 CFR 170.22 of the March 23, 1978 regulations were not remitted with this application since your Company had determined that fees were not re quired because you were requesting approval of an action for which acceptability appears to have been previously established.
Based on information provided by the ONRR staff as the result of their final reviews of your applications, it has been determined that:
- 1. The Class III fee ($4,000) remitted is appropriate for that portion of your application relating to the Reactor Coolant System leak tests since the review involved consideration of a single safety issue. In addition, two Class II fees ($2,400) are appropriate for the remaining portions of the application since these changes were administrative in nature.
The two Class I fees ($800) are appropriate for the duplicate units. Therefore, your Company is requested to remit the additional sum of $2,400 to this office to complete the fees due for your February 10 application.
Your Company was notified of the ONRR staff's approval of your application with the issuance of Amendment Nos. 130, 131 and 143 to License Nos.DPR-38 and DPR-47 and Amendment Nos. 127, 128 and 140 to License No. DPR-55 on August 27, 1984, September 13, 1984 and October 9, 1985.

- 2. The ONRR staff have informed us that the procedures for handling the
-radioactively contaminated sand requires NRC review and approval.
Therefore, your May 29 application is subject to the fee provisions of 10 CFR 170.22 of the March 23, 1978 regulations. A Class III fee
($4,000) is appropriate since the review involved consideration of a single safety issue. Your Company was notified of the ONRR staff's approval of this application by letter dated October 28, 1985. Since this request was site-related and did not involve unit-specific reviews and/or license amendments for each unit, we have concluded that the Class I duplicate fees are not appropriate.
In summary, your Company is requested to remit the sum of $6,400 to this office to complete the fees due for Items 1 and 2 above.
