DETAILED CONTROL ROOM DESIGN REVIEW -
SUPPLEMENTAL SAFETY EVALUATION NO. 1 Re:
Oconee Nuclear Station, Units 1, 2 and 3 On November 6, 1984, you submitted a response to the open items identified in the NRC's Safety Evaluation (SE) of Oconee's DCRDR program. The staff's supplemental safety evaluation report, based upon the review of your response, is provided as Enclosure 1. A supplement to the technical evaluation report, provided by our consultant, Science Applications International Corporation, and concurred in by the NRC staff, is included as.
The staff concludes that you have not adequately addressed two of the five exceptions (open items) outlined in the SE cover letter to you, dated September 28, 1984. One of the two remaining open items involves scheduling and is considered significant. The second one requires additional clarification for two Human Engineering Deficiency (HED) resolutions.
In Enclosure 1, the staff notes its present belief that all HED solutions should be implemented by the end of two refueling outages following submission of the DCRDR Summary Report (i.e. prior to startups following the tenth refueling outage for Oconee Unit 1 and the ninth for Oconee Units 2 and 2).
Moreover, your submittals have not provided sufficient detail to justify schedules beyond this time. The staff notes that the proposed Oconee implementation schedule, as described in your November 5, 1984 letter, is not satisfactory for implementing the required corrective actions for HEDS. We request that you justify the schedule for all HEDS requiring corrective action, including those HED modifications intended for future outages beyond 1985. The staff also finds little evidence that you have used prioritization methodology in scheduling the HEDS so as to take into account the safety significance of any HED and the impact that HED could have on plant safety if not implemented in a timely manner. In accordance with Paragraph 5.2.g of NUREG-0737 Supplement 1, the NRC Project Manager will review any additional justification regarding HED implementation schedules. We propose implementation according to the schedule in Enclosure 1. If this schedule cannot be met, please provide adequate explanation for an alternate proposal.

-2 The enclosures also note that the staff requires additional clarification for HED No. 0-1-0575 and 0-1-253. For HED No. 0-1-0575, the resolution is adequate provided that it is consistent with operating procedures and Technical Specifications. The corrective action proposed for HED No. 0-1-253 also is adequate provided that the labeling on the additional nameplates is consistent with the labeling on the vertical legends. Thus, these two HEDs remain open and your clarification is requested.
We request that you respond to this request for additional information within 60 days from the date of this letter.
