GENERIC LETTER 81-21, "NATURAL CIRCULATION COOLDOWN" Re:

Oconee Nuclear Station, Units 1, 2 and 3 On May 5, 1981 the NRC sent to all PWR licensees Generic Letter 81-21, "Natural Circulation Cooldown" which asked licensees to provide an assessment of their facility's procedure and training program to deal with events similar to St. Lucie's Unit 1. St. Lucie experienced natural circulation cooldown that resulted in the formation of a steam bubble in the upper head region of the reactor vessel.

By letters dated November 5, 1981, July 19, 1983 and December 12, 1984 you provided information on reactor vessel upper head steam formation during natural circulation. For natural circulation cooldown, you have developed guidelines using continuous venting of the reactor vessel upper head.

As noted in the enclosed Safety Evaluation, we conclude that for Oconee Nuclear Station, you can perform a natural circulation cooldown to Decay Heat Removal System actuation in approximately seven hours without void formation.

We recommend that these guidelines be implemented consistent with the schedule for the Abnormal Transient Operating Guidelines (ATOGS) by October 1985.

Generic Letter 81-21 requests that you provide a description of your training program that deals with the prevention or mitigation of reactor vessel voiding. We request that you"confirm and discuss the following items about your training program.

1. The training program addresses how voiding occurs and its consequences;
2. The program discusses the signs which indicate that voiding is occurring;
3. The program covers the procedures that prevent and mitigate voiding;
4. The program discusses the St. Lucie Unit 1 event of June 11, 1980, and
5. As part of the training, there is proper simulator modelling of upper head voiding.
