Dear Sir:
Pursuant to 10CFR50, § 50.90, please find attached (Attachment 1) proposed changes to the Oconee Nuclear Station (ONS) Technical Specifications which are reqired to support the operation of Oconee Unit 1 at full rated power during Cycle 9. This proposal contains changes which concern the following:
- 1.
Core Protection Safety Limits of Specification 2.1;
- 2.
Protective System Maximum Allowable Setpoints of Specificatins 2.3;
- 3.
Rod Position Limits of Specification 3.5.2;
- 4.
Power Imbalance Limits of Specification 3.5.2.
Also attached (Attachment 3) is Babcock and Wilcox Report BAW-1841, "Oconee Unit 1, Cycle 9 Reload Rep6rt".' A summary of the 'Cycle 9 operating para meters \\is included-in the report" along with safety analyses supporting operation oftheUnit 1, Cycle 9-core 4t ratedipower in accordance with the Technical Specification provided. This reload report employs a LOCA analysis incorporating the NUREG-0630 data.~ -During the refueling outage for Oconee 1 Cycle 9, sixty-four (64) fuel assemblies will be discharged. The new assembli:es (batch-'11) to be inserted are of the mark BZ type. My letter of October.7,' 1983 submitted a report entitled "Rancho Seco Cycle 7 Reload Report Volume1 - Mark BZFuel Assembly Design Report", April 1983, BAW-1781 P, for your review and approval.'
Duke's inteition to utiliz etheiark-BZ fuel assembly design in Oconee 1 Cycle 9 was addressed in my October 7th letter.
Duke submits that the changes connected with the proposed amendment do not represent a significant hazard to the public health and safety of the environ ment.
The § 50.92 standards covering the no significant hazards issue were followed in an analysis of the proposed amendment from this standpoint.

Duke will forward a copy of this evaluation to the South Carolina Department of Health and Environmental Control for review and a follow-up consultation with the Staff, if necessary.
Startup testing of Oconee Unit 1, Cycle 9 will be in accordance with a modified version of the report "Oconee Nuclear Station Generic Startup Physics Test Program" which was initially approved by the Staff in a March 23, 1981 letter, and modified by Duke letters dated May 29, 1981 and May 19, 1983.
The Unit 1, Cycle 9 refueling outage is scheduled to begin October 8, 1984, with a planned duration of 49 days. The NRC will be kept informed of the schedule for restart through the Project Manager.
Pursuant to 10CFR170, § 170.12, please find enclosed a check amounting to
$150, the application for amendment fee, specified by § 170.21.
