NRC INSPECTION REPORT 50-269/99-11, 50-270/99-11, AND

50-287/99-11

Dear Mr. McCollum:

This refers to an inspection conducted on April 26 - 30, 1999, at the Oconee facility. The

purpose of the inspection was to examine a sample of plant equipment and the documentation

that support your application for renewed operating licenses for Oconee Nuclear Station. The

enclosed report presents the results of this inspection.

This inspection concluded that the scoping and screening portion of your license renewal

activities were conducted as described in your License Renewal Application and documentation

supporting your application is in an auditable and retrievable form. With the exception of the

items identified in this report, your scoping and screening process was generally successful in

identifying those systems, structures, and commodity groups required to be considered for aging

management.

The team concluded that the function of spent fuel pool cooling and the postulated plant events

of loss of decay heat removal and pipe rupture should have been addressed in the mechanical

scoping process for license renewal. This matter is part of a broader issue that will be

addressed as part of the staff's ongoing review of your scoping and screening process.

Within the scope of the inspection, violations or deviations were not identified. In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be

placed in the NRC Public Document Room.
