SUBJECT.
NRC INSPECTION REPORT 50-269/98-11, 50-270/98-11, 50-287/98-11 AND
Dear Mr. McCollum:
On January 16, 1999, the Nuclear Regulatory Commission (NRC) completed an integrated
inspection at your Oconee 1, 2, and 3 reactor facilities. The enclosed report presents the results
of that inspection.
During the seven-week period covered by this inspection, your conduct of activities at the
Oconee facilities was generally characterized by safety conscious operations, maintenance, and,
engineering practices. Based on the inspection finding, one violation of NRC requirements is
cited in the enclosed Notice of Violation (Notice), and the circumstances surrounding the
violation aredescribed in detail in the enclosed report. However, the NRC has concluded that
information regarding the reasons for the violation, the corrective actions taken and planned to
correct the violation and prevent recurrence are already adequately addressed in this report.
Therefore, you are not required to respond to this letter unless the description therein does not
accurately reflect your corrective actions or your position. In that case, or if you choose to
provide additional information, you should follow the instructions specified in the enclosed
Notice.
Also, during the inspection period, the NRC received your response dated December 14, 1998,
to Violation 50-269,270,287/98-09-02. We have evaluated your response and found that it
meets the requirements of 10 CFR 2.201. We will examine the implementation of your
corrective actions during future inspections
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosures, and any response you provide will be placed in the NRC Public Document Room
(PDR).
