SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE - OCONEE
(NRC INSPECTION REPORT NO. 50-269/97-99, 50-270/97-99
AND 50-287/97-99)
Dear Mr. McCollum:
The Nuclear Regulatory Commission (NRC) has completed the Systematic
Assessment of Licensee Performance (SALP) for the Oconee Nuclear Station. The
facility was assessed for the period of May 5, 1996, through
November 15, 1997. The results of the assessment are documented in the
enclosed SALP report, which will be discussed with you during a public meeting
at the Oconee site on January 8, 1998, at 1:00 p.m.
Overall facility performance was characterized by a considerable number of
equipment-related problems, several of which resulted in significant events.
Deficiencies in human performance, procedural controls, problem identification
and resolution, and technical support resulted in a decline from the previous
superior performance in the functional areas of Plant Operations and
Engineering. Similarly, challenges presented by equipment reliability,
procedural controls, and human performance were the primary reasons for
performance in the Maintenance area remaining at the good level.
Performance
in the area of Plant Support was sustained at the superior level.
We acknowledge your recognition of Oconee's decline in performance through
your development and implementation of the Oconee Recovery Plan at the end of
the assessment period. The effectiveness of the Recovery Plan will continue
to be evaluated through our inspection processes and bi-monthly management
meetings.
