SUMMARY
OF THE APRIL 29,1999, MEETING ON THE LICENSEE'S REVISED RESPONSE TO BULLETIN 88-08 On April 29, 1999, the NRC staff met at the NRC headquarters in Rockville, Maryland, with representatives of the Duke Energy Corporation to discuss the licensee's revised response to NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to the Reactor Coolant System."
The revised response is dated February 26, 1998, and was submitted to address new information on thermal stratification that is part of the ongoing program to address issues related to the Oconee Nuclear Station, Unit 2, High Pressure Injection (HPI) injection line weld failure leak that occurred on April 21, 1997. During its review of that submittal, the staff generated a request for additional information (RAI) dated February 22, 1999. The licensee's planned response to the RAI was also discussed during the meeting. Enclosure 1 is a list of the individuals who attended the meeting.
The topics discussed included a summary of the results of the engineering analysis that has been performed on the HPI injection and makeup piping based on data obtained during operation of the three Oconee Nuclear Station units, the thermal stratification phenomena that has been discovered as a result of Computational Fluid Dynamics analysis of the HPI makeup nozzles that has been performed by Framatome Technologies Incorporation, the results of the analysis into the causes of the weld failure and cracks in the HPI injection and makeup piping, current HPI injection and makeup piping monitoring program and future plans, fatigue damage scenario results, nozzle damage mitigation strategy, and information related to the RAI response. The licensee will submit the RAI response and related information as soon as staff comments are incorporated.
