SUMMARY

OF MARCH 4,1999, PHONE CALL BETWEEN THE U.S.

NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE OCONEE LICENSE RENEWAL APPLICATION On March 4, 1999, representatives of Duke had a phone call with the NRC staff in Rockville, Maryland, to discuss the Oconee license renewal application. The purpose of the phone call was to discuss Duke's response to request for additional information (RAI) 4.26-1. The Duke participants were Robert Gill, Greg Robison, and Morris Sample. The staff participants were Stephanie Coffin and Joe Sebrosky. A list of the questions the NRC had regarding Duke's response to RAI 4.26-1 is provided in an Enclosure to this summary.

Regarding item number 1 of the enclosure, Duke stated that hand holds are the same as inspection openings. Regarding item number 2 of the enclosure, Duke provided references to several letters that are on the Oconee docket that contain the information the staff requested.

Specifically, Duke referenced an August 9, 1994, letter that provides information regarding a steam generator tube leak at Unit 2. In addition, Duke referenced a January 27, 1998, letter that contains licensee event report (LER) 269/97-11. The LER's title is "Steam Generator Leak Results in Technical Specification Unit Shutdown Due to Inadequate Process Control."

Regarding item number 3 of the enclosure, Duke stated that it was referring to the safety evaluation the staff wrote and not to the bases section of the Technical Specifications.

Regarding item number 4 of the enclosure, Duke provided a reference to a February 24, 1998, letter that contains its response to generic letter 97-05. This letter also contains a discussion regarding programs that meet NEI 97-06. Duke stated they are committed to implementing NEI 97-06 and the associated EPRI guidelines. Duke also provided a reference to the staff's evaluation of the response to generic letter 97-05. The staffs evaluation is contained in a September 1, 1998, letter. The staff stated that it would review the references that Duke provided. If any additional information is required, the staff will identify the information in a future call, or in the safety evaluation report for the Oconee license renewal application.
