SUMMARY

OF MEETING WITH DUKE ENERGY CORPORATION ON LICENSE RENEWAL ACTIVITIES FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 On September 28, 1998, the Nuclear Regulatory Commission (NRC) and Duke Energy Corporation (Duke) management met to discuss the status of Duke's license renewal activities for Oconee Nuclear Station, Units 1, 2, and 3 (Oconee). A list of meeting attendees is provided in Enclosure 1. Duke's presentation materials are contained in Enclosure 2.

Duke summarized the accomplishments to date and the key milestones. All milestones have been met with the next significant milestone being the issuance of all requests for information (RAls) by December 4, 1998. The NRC staff and Duke agree that the goal is to stagger issuance of RAls as much as possible to avoid issuing a large number of the RAls at the end.

The staff recently issued RAIs to Baltimore Gas and Electric on the Calvert Cliffs, Units 1 and 2, license renewal application and Duke was invited to provide comments or make suggestions regarding the processing and content of the RAls.

The following ongoing reviews and their status were discussed:

Containment Review Prior to submittal of the Oconee license renewal application, Duke had submitted for staff review its aging management evaluation of the containment. The staff issued RAls, Duke provided responses to the RAls, and the staff performed a site visit to observe the condition of the containment and to review documentation. Duke requested feedback on the status of the review. The staff intends to complete the review on a schedule that will support the Duke application. However, in response to Duke's request, the staff will discuss the status of the review at the next management meeting.

Reactor Coolant System Reports Duke references reports prepared by the Babcock and Wilcox Owners Group (B&WOG) in the Oconee license renewal application. Staff review of the reports must be completed to support issuance of the renewed license for Oconee. The status of the review of three of the reports whose review is not complete was discussed. The staff issued a Draft Safety Evaluation (DSE) for the B&WOG reactor vessel report (BAW-2251) on September 18, 1998. Additionally, staff RAls were issued to the B&WOG on the fluence methodology report (BAW-2241 P). The B&WOG and Duke are reviewing the DSE and RAls, respectively, and will respond in the near future. The final B&WOG report on the reactor vessel internals (BAW-2248) is still being reviewed by the staff and RAls have not been issued. The staff agreed to provide the status of

-the treview at the next management meeting.

Duke indicated that communications with the staff have been effective.

Future Activities and Expectations In addition to the environmental meetings discussed above, meetings between Duke and the staff were planned and subsequently completed regarding scoping and screening methodology (October 1, 1998), and a management level overview of the Oconee application (October 15, 1998). The next management meeting between Duke and the NRC is scheduled for October 29, 1998.

Duke presented expectations of what it would like accomplished by the management meeting on October 29, 1998. Duke requested that approximately one-third of the RAls be issued. In response, the staff indicated that it will assess its schedules for issuing RAls with the intent to issue RAls in a more staggered approach to the maximum extent possible ensuring that all RAls will be issued by December 4, 1998. Additionally, as requested by Duke, the staff will provide feedback on the status of the containment and reactor vessel internals report reviews.
