Confirmatory Test Program on the Arching Action Theory for Masonry Walls (TACS 61391/61392/61393)
By a March 14, 1985 letter, we sent to you a Safety Evaluation on the Oconee Nuclear Station Masonry Walls review under IE Bulletin 80-11. The one open item in the Safety Evaluation was on the use of the arching action theory to qualify the 82 unreinforced concrete masonry walls.
By letter dated March 10, 1986, you sent to us three test reports (R561-70-05, R561-70-06, R561-70-07) on the arching action confirmatory test program. By an April 10, 1986 letter, you sent to us the affidavit and bases on the pro prietary nature of the test reports that we approved by letter datedMhca6,017, We have reviewed the test reports on the masonry walls confirmatory test pro gram for Oconee Nuclear Station, Units 1, 2 and 3. We concluded that the arching action theory, which was used to qualify the 82 unreinforced concrete masonry walls has been validated by the test results. Therefore, we conclude that Oconee has fully satisfied the requirements for IE Bulletin 80-11.
Our evaluation is stated in the enclosed Safety Evaluation. The material con tained in the Safety Evaluation is considered to be proprietary and, therefore, is withheld from public disclosure per 10 CFR 2.790. A non-proprietary version of the Safety Evaluation is also enclosed and is being made publicly available.
