REVIEW OF BAW-1915P FOR USING FLECHET Re:

Oconee Nuclear Station, Units 1, 2 and 3 We have reviewed your January 20, 1987 letter where you request that we review and approve BAW-1915P by May 26, 1987 such that FLECSET may be used in the design of the Oconee Unit 1, Cycle 11 core. We cannot support this request because we are waiting for a response to our questions from Babcock and Wilcox.

You state that the design of Oconee Unit 1, Cycle 11 core will utilize Babcock and Wilcox (B&W) Owners Group Topical Report BAW-1915P, Bounding Analytical Assessment of NUREG-0630 Models on LOCA kilowatt per foot (kw/ft) limits with use of FLECSET, which was originally submitted for our approval in September 1983 and resubmitted in May 1986. BAW-1915P provides a generic bounding assessment of the impact of NUREG-0630 models on loss-of-coolant accident (LOCA) linear heat rate limits and all core elevations using the approved emergency core cooling system (ECCS) evaluation model.

The predicted reduction in LOCA linear heat rate limits are partially compensated for by use of a heat transfer correlation under reflooding conditions based on FLECHT-SEASET data. We have sent a request for additional information from Mr. D. Crutchfield to Mr. J. Taylor and we have been informed that the answers to these questions may be given to us by April 1987.

Furthermore, associated with this area, are our requests for information on BAW-10104, Revision 5 of LOCA models and BAW-10148 on the reflood-3 code.

We sent a request for information on November 14, 1986 from Mr. D. Crutchfield to Mr. J. Taylor. We were told to expect a response by the end of February, 1987. We have not yet received these answers.
