NRC INSPECTION REPORT NOS. 50-269/89-01, 50-270/98-01 AND

50-287/89-01

The NRC Systematic Assessment of Licensee Performance (SALP) has been completed

for your Oconee facility. The facility was evaluated for the period August 1,

1987 - January 31, 1989.

The results of the evaluation are documented in the

enclosed Interim SALP Report.

This report will be discussed with you at a

public meeting to be held at the Oconee facility on April 21,

1989, at

10:00 a.m.

The performance of your Oconee facility was evaluated in the functional areas

of Plant Operations, Radiological Controls, Maintenance/Surveillance, Emergency

Preparedness,

Security, Engineering/Technical Support,

and Safety Assess

ment/Quality Verification.

Overall performance of your Oconee facility was satisfactory during this

assessment period.

Although the functional areas evaluated during this

assessment period are not identical to those in the previous period, a close

correlation can be made for identifying changes in performance.

Strengths were identified in the areas of Plant Operations, Radiological

Controls and Emergency Preparedness.

Operations performance continued to be a strength. Management was frequently

observed in various areas of the plant providing oversight of activities and

guidance to personnel.

Operator training and experience were excellent. The

number of automatic trips were reduced well below the industry average and

below the goals you established for Oconee.

In the area of Maintenance/Surveillance performance has declined. Overall your

maintenance and surveillance programs

have experienced a decrease in

effectiveness. Over this assessment period, numerous performance problems were

identified characterized by inattention to detail, miscommunication and

procedural/personnel errors.

The Emergency Preparedness area maintained a strong performance.

A weakness

was identified in an emergency exercise which would not be expected in a SALP

Category 1 program.

However, you implemented a prompt and very effective

response to the weakness and subsequently you effectively demonstrated your

capabilities during actual events.

With respect to Security,

performance declined from a Category 1 to a

Category 2. A lack of responsiveness in resolving a long standing issue

relating to the assessment capability of the closed circuit television system

and an increase in the number of violations detracted from an otherwise

favorable evaluation of the security program.

Management effort in the Engineering/Technical Support area is apparent from

the improvement in this assessment period. Management activities have resulted

in the self-identification of several significant problems. Although progress

has been made in this area, a weakness still exists in the quality of

communication between design engineering and other plant organizations.

Any comments you have concerning our evaluation of the performance of your

Oconee facility should be submitted to this office within 30 days following the

date of our meeting. These comments will be considered in development of the

Final SALP Report. Your comments and a summary of our meeting will be issued

as an appendix to the Final SALP Report.

discuss them with you.
