Dear Mr. Parker:
The staff has completed the review of information provided by Duke Power Company regarding containment purge/vent system design and operating practices. This review has concluded that, although there has been con siderable correspondence on this subject, no firm decision or adequate justification regarding purge system operation has been made. As stated in the NRC letter dated July 7, 1981_on purging and venting of contain ments, there still remains a number of outstanding items to be completed.
We, therefore, request that you provide an evaluation of the purge/vent system design and operating practices for the Oconee Nuclear Station Units which adequately addresses the issues of BTP CSB 6-4 (Revision 1).
Your letter dated April 15, 1980 stated that this information could be provided if the NRC would concur that such a response would be sufficient to allow purging system utilization during power operation. It is the NRC's position that, unless the purge and/or vent valves are fully quali fied, they should remain locked closed during all operations above the cold shutdown mode. In order for us to determine the acceptability of the purge/vent valves at the Oconee Nuclear Station, it is necessary that we review the evaluation of the issues addressed in the above BTP and the valve operability evaluation mentioned in our July 7, 1981 letter.
The staff recommends that Duke Power Company consider the advantages of reducing the size of the installed purging systems at the Oconee Units.

Even though annual system usage would be increased to o
compensate for the reduced size, the staff feels that the advantages of a smaller system would outweigh this disadvantage.
