Dear Mr. Parker:
Our letter of June 11, 1980 addressed the possibility of degraded decay heat removal capability at theOconee "Nuciear Station due to inadequate administrative controls during shutdown modes of operation.
We requested that you implement suggested Technical Speici ication (TS) changes to pro-,
vide redundancy in decay heat removal capability for the Oconee Station.
By letter dated September 24, 1980 you stated that the existing Oconee TS provide for sufficient heat removal capability during all modes of operation. You provided a comparison of our suggested TS 'and the existing TS.
We have reviewed your response and the Oconee Nuclear Station TS and have found that the existing TS adequately resolve our concern for all operating conditions except for the condition betw6en 2500F and the re fueling mode.
We have, however, also reviewed your June 6, 1980 letter to Mr. James P. O'Reilly, Director,'Region II, in response to IE-Bul etin 80-12, which contains (in response to Item 6) a commitment to maintain pro cedures to assure that redundant or diverse decay heat removal methods are available during all modes of plant operation.
The staff, therefore, agrees that the existing TS and administrative controls "provide the necessary assurance that adequate decay heat removal capabi it wil be available in all modes of operation of the Oconee Nuclear Station.
