C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION FUEL HANDLING ACCIDENT INSIDE CONTAINMENT OCONEE NUCLEAR STATION, UNITS NOS. 1, 2 AND 3 DOCKETS NOS. 50-269, 270 AND 287 We have reviewed the licensee's March 10, 1977 submittal which addresses the postulated fuel handling accident inside containment for all the units.

The potential consequences of the postulated fuel handling accident inside the containment are given in Table 1. The assumptions made to calculate these potential consequences are also given in Table 1. The potential con sequences of the postulated fuel handling accidents are appropriate within the guidelines of 10 CFR Part 100 and are, therefore, acceptable. ("Appropria tely within" the guidelines of 10 CFR Part 100 has been defined as less than 100 rem to tde thyroid. This is based on the probability of this event rela tive to other events which are evaluated against the 10 CFR Part 100 exposure guidelines.)

Whole body doses were also examined, but they are not controlling due to decay of the short-lived radioisotopes prior to fuel handling. The potential consequences of these postulated accidents at the Low Population Zone Boundary are less than those given for the Exclusion Area Boundary in Table 1. Based on the above we conclude that the potential consequences of this accident are appropriately within the exposure guidelines of 10 CFR Part 100 and are therefore acceptable.
