Dear Mr. Parker:

By letter dated January 14, 197' we requested DPC, and all' other licensees, to evaluate the potential consequences of a'fueflhandlingaccident inside containment.

At that time we contacted members of your saf and conducted a preliminary review based on the information;supplied prior to the receipt of your response to our January 14 letter.

Our prelimina review found that potential site boundary radiation exposures due to such an accident at the Oconee Station would be

_elatiely low and well w thin 10 CFR Part 100 guidelines.

Your letter of March 10, 1977 provided an analysis of the fuel handling acci dent inside containment using methods and assum ptions specified in Regulatory Guide 1.25 and in accordance wIth the 1imitations of the Station Technical Specifications.

Based on our review of your Wrch,10, 1977 submittal we have concluded that

-the potential consequences of 6tits, accident at the Oconee Nuclear 'tation are appropriately within the exposur uidelines of 10 CFR Part 100 and are therefore acceptable.

The enclosure is our Safety Eflua ton supporting the above conclusion.

Sincerely, Orillal signed by Robert W. Reid, Chief.
