APPENDIX A NOTICE OF DEVIATION Duke Power Company License Nos. DPR-38 DPR-47 DPR-55 Based on the NRC inspection conducted on January 7-31, 1980, certain of your activities appear to deviate from your commitments to the Commission, as indicated below.
Duke Power Company's QA Program was accepted by NRC as stated in the NRC letter, dated June 29, 1978, to DPC. Within this plan, DPC committed to Regulatory Guide 1.39, "Housekeeping Requirements for Water Cooled Nuclear Power Plants," which in turn endorsed ANSI N45.2.3. Implementing instruc tions applicable to the Oconee Nuclear Station are contained in Station Directive 3.11.4.
Contrary to the above, on January 30 and 31, 1980 commitments to adhere to stated housekeeping practices within plant areas occupied by safety related equipment were not followed. Specifically the Low Pressure Injection, Building Spray and High Pressure Injection Rooms for each unit contained excess materials, equipment and debris which apparently remained from previous job activities in these locations.
