Dear Mr. Tucker:

Mr. Denton's letter, dated November 29, 1982, responded to your letter of October 7, 1982, and advised.you that we intend to continue the practice of informing you of our input assumptions for our study of the Oconee 1 plant regarding the resolution of*

USI A-47.

Subsequently, my letter to you dated February 14, 1983, provided you with a list of assumptions and estimates we made as part of our program at the Oak Ridge National Laboratory.

In further pursuing this research work, we have determined that certain additional information is needed which is.not amenable to estimations or assumptions.

For example, the manner in which certain valves fail on loss of power; i.e., open, closed or-as is.

You have previously expressed your reluctance to participate in this research work, citing as one of your reasons the fiugvailability of resources. I wish to advise you that we have asked the NRC Region II Administrator to have the NRC resident inspector at Oconee obtain this needed information. Enclosed is the list of valves being transmitted to the Oconee resident inspector for which we require valve failure data on loss of power.

This activity should have little or no effect on your staff or plant operations. I hope that we can count on your cooperation on this approach to fulfilling our needs.
