Dear Mr. Tucker:
In response to your September 13, 1982 letter concerning the reactor building purge system at the Oconee Nuclear Station, the NRC positions and guidance contained in our July 7 and July 17, 1981 letters remains unchanged. In order for us to approve any purging above cold shutdown conditions, we would require verification that the purge system meets the operability requirements stated in the above referenced letters.
This verification would need to include a favorable staff evaluation regarding the environmental qualification of the purge system, and in particular the system values.
Since you have not, as yet, provided system operability information, we have no basis for a decision on the applicability of limited purging.
When information is provided which indicates that the purge system meets the operability requirements, we will consider allowing limited purging for safety related reasons only.
We, therefore, request that you provide us a schedule for submitting this information within 30 days.
You further commit, in accordance with our Interim Position, that "Duke will continue to maintain the purge valves at Oconee closed except when in (the) cold shutdown mode".
We concur with this position, but request that you apply for a license amendment to incorporate a provision into the Oconee Technical Specifications (TSs) which requires the purge valves to be locked or sealed closed (NUREG-0737 Item II.E.4.2.6) whenever above the cold shutdown conditions until such time that valve operability has been verified.
Since the penetrations containing the purge valves are presently Type B leak tested, in accordance with TS 4.4.1.2, we further request that your TS submittal contain a requirement that these valves be leak tested at intervals not to exceed six months in accordance with our previous guidance.
