OCONEE INTEGRATED ENGINEERED SAFEGUARDS TEST

Dear Mr. Hampton:

By letter dated July 8, 1996; the staff issued Draft Reports evaluating the Oconee Emergency Electrical.Distribution System. In this document, the staff indicated several concerns related to the design of the emergency power system.

By letter dated November 21, 1996, you briefly described six tests that you have designed to "demonstrate that the current testing and design analyses provide a high level of confidence that the Oconee Nuclear Station emergency power system can perform its intended safety function. In addition to demonstrating design basis requirements, certain portions of.the.tests will also exercise the emergency power system under the most likely scenarios for a three unit loss of offsite power."

Accordingly, you have elected to perform a series of tests to address our concerns mentioned in the NRC Draft Reports in accordance with special procedure(s) that are being written. As has been discussed with your staff, we request that you provide us with the results of your safety determinations relative to the conduct of the tests.

Include those special considerations that you have taken to address shutdown risks that could adversely affect reactor pressure, reactor coolant temperature, reactor vessel water level, and shutdown margin, and contingencies.

Please submit this information no less than 5 working days prior to commencement of the tests.
