SUMMARY

OF AUGUST 12, 2015, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT, UNIT 1, LICENSE AMENDMENT REQUEST TO INCREASE TRITIUM PRODUCTION (MF6050)

On August 12, 2015, a Category 1 public meeting with the Tennessee Valley Authority (TVA) was held at U.S. Nuclear Regulatory Commission (NRC) Headquarters, 3 White Flint North, 11601 Landsdown Street, Rockville, Maryland. The purpose of the meeting was to discuss a license amendment request (LAR) to increase the maximum number of tritium-producing burnable absorber rods (TPBARs) permitted to be loaded into the reactor core at the Watts Bar Nuclear Plant, Unit 1 (WBN). Representatives from TVA, the Department of Energy (DOE),

National Nuclear Security Association, and Pacific Northwest National Laboratories, attended the meeting. Participants from Westinghouse, Savanah River National Laboratories, and several other DOE departments joined the meeting remotely via GoToMeeting. A list of attendees is enclosed.

TVA's presentation is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15225A377. The presentation included a brief summary of the tritium production program background and a high level overview of the TVA's March 31, 2015, LAR (ADAMS Accession No. ML15098A446) to increase the number of TPBARs allowed to be loaded from 704 to 1, 792. TV A supplemented its March 31, 2015, submittal with letters dated May 27, 2015, and June 15, 2015 (ADAMS Accession Nos. ML15147A611 and ML15167A359, respectively). If the LAR is approved by the NRC, TVA plans to incrementally increase the number of TPBARs in the core over three refueling cycles starting with cycle 15 in March 2017.

During the meeting, TVA requested monthly updates from the NRC licensing project manager and requested a public meeting before March 2016 to discuss any remaining technical open items related to the NRC staff's review. TVA stated that it will support the NRC's requests for information to support the safety evaluation being issued before August 2016.

The NRC plans to continue frequent interaction with TVA to resolve technical issues and to complete the safety review by TVA's requested date. The review schedule is contingent on TVA providing timely and thorough responses to the NRC staff's requests for additional information.

Several members of the public joined the meeting via telephone and GoToMeeting. The NRC staff addressed questions regarding the background of the tritium production program at WBN, the scope of the NRC's safety and environmental reviews, and questions regarding the radiological effluents monitoring reports. Multiple members of the public requested background references about the tritium production program at WBN. Public Meeting Feedback forms were not received.
