NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-269/90-12, 50-270/90-12 AND

50-287/90-12)

This refers to the Nuclear Regulatory Commission (NRC)

inspection conducted by

the resident inspectors on April 22 - May 19, 1990. The inspection included a

review of activities authorized for your Oconee facility. At the conclusion of

the inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records,

interviews with personnel,

and observation of

activities in progress.

The inspection findings indicate that certain activities' appeared to violate

NRC requirements.

One violation, references to pertinent requirements,

and

elements to be included in your response are described in the enclosed Notice

of Violation.

The second violation contains examples of failures to follow

procedure and is another example of a previous violation identified in

Inspection Report 50-269,270,287/90-16.

As this violation is an additional

example of a previous violation, it is not being cited separately.

However, a

response is required and should be incorporated into your response to the

Notice of Violation for Inspection Report 50-269,270,287/90-16.

In addition to the need for corrective action regarding the specific matters

identified in the enclosed Notice, we are concerned about the implementation of

your coordination between Design Engineering,

Transmission and Relaying

Departments that permitted this situation to develop.

Consequently, your

response should describe those particular actions taken or planned to improve

the effectiveness of your program.

In accordance with 10 CFR 2.790(a),

a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, Pub. L. No.96-511.
