APPENDIX A NOTICE OF VIOLATION Duke Power Company Docket Nos. 50-269, -270 & -287 Oconee 1, 2, & 3 License Nos. DPR-38, -47 & -55 As a result of the inspection conducted on April 28 - May 1, 1981, and in accord ance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified.

10 CFR 50, Appendix B, Criterion V as implemented by Topical Report Duke 1-A, Section 17.1.5 requires in part that activities affecting quality shall be accomplished in accordance with the requirements imposed by instructions, procedures and drawings. Paragraph 10 of Procedure MO IP/O/A/3010/04 Change 2, requires the documentation of welding filler material - type and heat number on designated forms or on work requests.

0944B inside the Safe Shutdown Facility building had been performed and completed on the previous day, April 30, 1981, without documenting the welding filler material on the appropriate forms.

This is a Severity Level VI Violation (Supplement I.E).

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within twenty-five days of the date of this Notice, a written state ment or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
