Oconee Nuclear Station, Unit 1 Docket No. 50-269

Dear Sir:

Pursuant to 10 CFR 50, §50.90, please find attached proposed changes to the Oconee Nuclear Station (ONS) Technical Specifications which are required to support the operation of Oconee Unit 1 at full rated power during Cycle 8.

This proposal contains changes which concern the following:

1. Core Protection Safety Limits of Specification 2.1;
2. Protective System Maximum Allowable Setpoints of Specification 2.3;
3. Rod Position Limits of Specification 3.5.2.

Also attached, as Attachment 4, is Babcock and Wilcox Report BAW-1774, "Oconee Unit 1, Cycle 8 Reload Report". This report includes a summary of Cycle 8 operating parameters and contains the safety analyses supporting the operation of Oconee 1, Cycle 8 core at rated power in accordance with the Technical Specifications provided.

This reload report employs a LOCA analysis which does not incorporate the NUREG-0630 data. My letter of March 7, 1983 stated the bounding analytical assessment of NUREG-0630 on LOCA and operating kw/ft limits, when implemented, would result in a 0.5 kw/ft penalty at the 2, 4 and 6 foot elevations. Further, it was stated that:these penalties would be factored into the upcoming reload analysis and.submittals for this year (Oconee 1 Cycle 8 and Oconee 2 Cycle 7).

This andlysis utilizing the heat transfer'correlation based on the FLECHT SEASET tests is currently in progress in an:attempt to obtain optimum operating limits. The reanalysis and a supplement containing the required changes will be submitted by June 20, 1983.

L4/L oStartup testing of Oconee Unit 1 Cycle 8 will be performed in accordance with a modified version of the report entitled "Oconee Nuclear Station Generic Startup Physics Test'Program" which was initially approved'by the Staff by a March 23, 1981 letter and as modified by a May 29, 1981 Duke letter. The modification.to the report involves the following:

1. Establishing a criterion for possible elimination of the 75%

Full Power (FP) Distribution Test

2. Changing the names of the 40% FP, 75% FP and the 100% FP Distribution Tests to low power core mapping, intermediate power core mapping and full power core mapping, respectively
3. The core symmetry test and the core mapping tests are to be performed within the following power ranges:

Core Symmetry -

5 to 20% FP Low Power Core Mapping -

30 to 60% FP Intermediate Power Core Mapping -

70 to 85% FP Full Power Core Mapping -

90 to 100% FP

4. Changes to the Core Symmetry and the Critical Boron Concentration Tests Please find attached the modified version of the "Oconee Nuclear Station Generic Startup Physics Test Program" and a discussion justifying the change (Attachment 2).

This modified version will be used for the Oconee 1 Cycle 8 reload and all subsequent reloads thereafter.

Duke has determined that the activities associated with the proposed amendment do not constitute a significant hazard to the public health and safety of the environment. Analysis of the proposed amendment was performed in accordance with the standards contained in §50.92 regarding the issue of no significant hazards consideration. Please find attached (Attachment 3) the No Significant Hazards Consideration evaluation. Further, Duke is forwarding a copy of this application to the South Carolina Department of Health & Environmental Control for review and, as appropriate, subsequent consultation with the Staff.

Oconee 1 is expected to be shut down June 3, 1983 to commence the Cycle 8 refueling outage. The present expected duration is 63 days; however this length may change as a result of activities planned during the outage. The NRC will be kept appraised of the schedule for restart through the Project Manager.

This proposed revision to the Oconee Technical Specifications is a Class IV licensing action. Therefore, pursuant to 10 CFR 170, §170.12, please find enclosed a check in the amount of $12,300 as set forth in §170.22.
