tpiREG~j4 UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION OF LICENSE CONDITION NO. 1 TO AMENDMENT NO. 230 TO FACILITY OPERATING LICENSE NO. DPR-47 OCONEE NUCLEAR STATION, UNIT 2 DOCKET NO. 50-270

1.0 BACKGROUND

By letter dated April 24, 1998, the Commission issued Amendment Nos. 229, 230, and 226 to Facility Operating Licenses DPR-38, DPR-47, and DPR-55, respectively, for the Oconee Nuclear Station, Units 1, 2, and 3. The amendments contained changes to the Technical Specifications (TS) relating to the emergency condenser circulating water system (ECCW) upgrades. In part, the Safety Evaluation issued with the amendments included an evaluation of the various seismic adequacy aspects of the ECCW upgrade.

Appendix C of the amended licenses contained License Condition No. 1, which required Duke Energy Corporation (Duke, the licensee) to: (1) provide comparisons of critical characteristics for the new equipment that is being installed as part of the ECCW upgrade with data from testing or from recorded earthquakes, in accordance with Section 2.3.4, Part I of Generic Implementation Procedure (GIP) -2 and Section 1.2.3.4, paragraphs 2, 3, and 4 of the staff's Supplemental Safety Evaluation Report (SSER) dated May 22, 1992; or (2) qualify the new equipment using the existing methods in Section 3 of the Oconee Updated Final Analysis Report. This condition required the licensee to submit the information to the staff by July 15, 1998.

By letter dated June 30, 1998 (Reference 1) and supplements dated September 16, 1998 (Reference 3) and October 15, 1998 (Reference 4), Duke submitted the complete evaluation for new equipment associated with Oconee's Unit 2 ECCW upgrade project in accordance with the guidance provided in the current version of the Seismic Qualification Utility Group (SQUG) guidance for new and replacement equipment (NARE). Duke also submitted the interim Screening Evaluation Work Sheets for Units 1 and 3 ECCW equipment that has not yet been installed in these units.

As described in the Bases of the TS change associated with License Amendments 229 and 226 of Facility Operating Licenses DPR-38 and DPR-55, respectively, the Amendments for Units 1 and 3 do not take effect until installation of the ECCW upgrades are complete for each unit.

The Unit 3 ECCW upgrade will be completed during Cycle 17 refueling outage (3EOC17),

which is scheduled to end in November 1998. The Unit 1 ECCW upgrade will be completed during 1EOC18, which is scheduled to end in July 1999. Therefore, License Condition No. 1 contained in License Amendments 229 and 226 of Facility Operating Licenses DPR-38 and DPR-55, respectively, will be considered complete when the NARE evaluation packages are submitted and approved by the staff for each unit.

2.0 EVALUATION In its letter dated June 30, 1998 (Reference 1), Duke indicated that the documentation for the NARE evaluation of new equipment associated with Oconee Unit 2 ECCW upgrade project was developed based on the guidance provided by the SQUG Steering Committee in a draft document entitled "Requirements for Use of the GIP for New and Replacement Equipment and Parts (NARE)." SQUG has since revised the draft guidance and submitted the latest version, "Use of Generic Implementation Procedure (GIP) for New and Replacement Equipment and Parts (NARE)," Revision 1, dated July 15, 1998 (Reference 2) for staff review.

Following its receipt and review of the revised SQUG NARE guidance, the staff requested Duke to incorporate the pertinent information from the revised SQUG NARE into the June 30, 1998, submittal. In letters dated September 16 (Reference 3) and October 15, 1998 (Reference 4),

Duke submitted revised Oconee Unit 2 equipment data sheets that incorporated each of the design attributes listed in Table 1 of Reference 2. These design attributes include aspects such as anchorage, structural materials, construction, stiffness, natural frequency, etc. Although the staff has not completed its review of the revised SQUG NARE document submitted on July 15, 1998 (Reference 2), the design attributes listed in Table 1 of that document appear to be adequate to address the concerns associated with License Condition No. 1 for the amended license for Oconee Unit 2.

The staff has reviewed the licensee's submittals dated June 30, September 16, and October 15, 1998 (References 1, 3, and 4, respectively), related to NARE in the Oconee Unit 2 ECCW upgrade project. The equipment affected by the license condition are:

Therefore, the staff considers that the licensee's submittals satisfy License Condition No. 1 for Unit 2 as contained in License Amendment No. 230 of Facility Operating License DPR-47. This evaluation is focused only on the critical characteristics of certain new equipment items in the ECCW system (in accordance with License Condition No. 1) and does not assess other aspects of the SQUG NARE guidelines.

The above determination is valid only for Oconee Unit 2. To satisfy License Condition No. 1 for Units 1 and 3, as contained in License Amendments 229 and 226 of Facility Operating Licenses DPR-38 and DPR-55, respectively, the licensee indicated that it will use the revised format to evaluate the seismic adequacy of the Oconee Units 1 and 3 ECCW equipment.

3.0 CONCLUSION

The staff considers that the licensee's submittals dated June 30, September 16, and October 15, 1998 (References 1, 3, and 4, respectively), satisfy License Condition No. 1 for Unit 2 as contained in License Amendment No. 230 of Facility Operating License DPR-47.
