SAFETY EVALUATION FOR LICENSE AMENDMENT NO. 230 LICENSE CONDITION NO. 1 - OCONEE NUCLEAR STATION UNIT 2 (TAC NO. MA3639)

Dear Mr. McCollum:

By letter dated June 30, 1998, Duke Energy Corporation (Duke) submitted its response to License Condition No. 1 that was included in Amendment No. 230 to Facility Operating License No. 47 and issued April 24, 1998. The license condition is associated with Oconee Nuclear Station, Unit 2, emergency condenser circulating water system (ECCW) upgrade project. The response contained an evaluation of new equipment in the ECCW upgrade, in accordance with the guidance provided in the Seismic Qualification Utility Group (SQUG) draft procedure for new and replacement equipment (NARE). Duke provided additional information in supplements dated September 16 and October 15, 1998.

As explained in the enclosed Safety Evaluation, the staff finds that Duke has reasonably addressed the appropriate design attributes and has provided sufficient information to indicate the seismic adequacy of the affected equipment. Therefore, the staff considers Duke's submittals satisfy License Condition No. 1 for Unit 2 as contained in Amendment No. 230. This evaluation is focused only on the critical characteristics of certain new equipment items in the ECCW system (in accordance with License Condition No. 1) and does not assess other aspects of the SQUG NARE guidelines. In addition, this evaluation only applies to Unit 2, and, to satisfy a similar license condition for Units 1 and 3, similar submittals will be necessary within 60 days following the end of Operating Cycle 18 refueling outage for Unit 1, and Cycle 17 for Unit 3, as documented in Duke's letter dated September 16, 1998. This action closes TAC No. MA3639.
