License Amendment Request to Revise Technical Specification Table 3.3-4 Loss of Offsite pOWER6.9 kV Emergency Undervoltage pRIMARYSetpoints Implementation (TAC No. MF4294)

Ladies and Gentlemen:

By letter dated June 19,2014,Duke Energy pROGRESS,iNC.(Duke Energy), requested an amendment to the Technical Specifications (TSs) for Shearon Harris Nuclear pOWERpLANT, Unit 1 (ADAMS Accession No. ML14174A118). Duke Energy proposed to revise TS 3.3.2, "Engineered Safety Features Actuation System Instrumentation," Table 3.3-4, "Engineered Safety Features Actuation System Instrumentation Trip Setpoints." Specifically, the Functional Unit 9.a, Loss of Offsite pOWER6.9 kV Emergency Bus Undervoltage Primary, instrument trip setpoint and associated allowable value are being revised to correct a non-conservative TS.

The letter above requested that the amendment be implemented within 120days of approval.

The proposed implementation schedule was based upon making field changes with the plant online during power operations. Duke Energy has determined that implementing the field changes online may introduce the risk of a plant trip, which would be averted by implementing the field changes during a refueling outage. Therefore, Duke Energy requests that the amendment be implemented by November 30,2016,which will allow the field changes to be made during the scheduled Fall 2016refueling outage.

The requested change to the implementation period does not impact the validity of the original Significant Hazards Consideration or the Environmental Consideration.

This document contains no new Regulatory Commitments.
