OF MARCH 30, 2015, PUBLIC TELECONFERENCE WITH DUKE ENERGY PROGRESS, INC. TO DISCUSS SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, LICENSE AMENDMENT REQUEST CONCERNING TECHNICAL SPECIFICATION UNDERVOL TAGE PRIMARY SETPOINTS REVISION (TAC NO. MF4294)
On March 30, 2015, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, Inc. (the licensee). The purpose of the teleconference was to discuss the proposed license amendment request (LAR) to revise Technical Specification (TS) Loss of Offsite Power 6.9 kV Emergency Undervoltage Primary Setpoints. The LAR dated June 19, 2014, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML14174A118.
The meeting notice dated March 17, 2015, is available in ADAMS under Accession No. ML15077A135. A list of attendees is enclosed.
The licensee provided the background for submitting the LAR, which is to correct a non-conservative TS as a result of a Component Design Bases Inspection Green non-cited violation with respect to the loss of voltage (LOV) relay trip setpoints and the degraded voltage relay timer settings. The inspection report that contains the violation, dated August 9, 2011, is available in ADAMS under Accession No. ML112220337. The topics of discussion during the teleconference dealt with the licensee's calculation for selecting the lower and upper analytical voltage limits for the LOV relay and the licensee's calculation on determining the maximum reset voltage for the LOV (primary undervoltage) relay. The licensee referred to the draft request for additional information (RAI) e-mailed on March 11, 2015 (ADAMS Accession No. ML15090A729).
The NRC staff referred to an LAR submitted by Exelon Generation Company, LLC, for La Salle County Station (ADAMS Accession No. ML13266A107) to revise the LOV relay settings, which has been reviewed and approved. The staff referred to NUREG-0800, "Standard Review Plan,"
Branch Technical Position 8-6 (ADAMS Accession No. ML070710478), as guidance for calculating the margin for the Electrical Engineering Branch draft RAI 2, subpart 3. The licensee was asked whether clarification was required for the Instrumentation and Control Branch draft RAI 2 regarding the use of the as-left tolerance, instead of the as-found tolerance for determining the maximum reset voltage for the LOV (primary undervoltage) relay. The licensee understood the draft RAI.
No regulatory decisions were made at the meeting. No members of the public were in attendance. No Public Meeting Feedback forms were received.
