SUMMARY
OF JUNE 11, 2015, MEETING WITH DUKE ENERGY PROGRESS, INC. TO DISCUSS THE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, PROPOSED LICENSE AMENDMENT REQUEST REGARDING TECHNICAL SPECIFICATIONS FOR THE PRESSURIZER AND MAIN STEAM LINE SAFETY VALVES (TAC NO. MF6233)
On June 11, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, Inc. (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a proposed license amendment request (LAR) for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris), regarding technical specifications (TSs) for the pressurizer and main steam line (MSL) safety valves. This amendment would revise the lift setting tolerances for pressurizer and MSL safety valves. The meeting notice and agenda dated May 27, 2015, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML151548546. The licensee presentation slides are available in ADAMS at Accession No. ML151548541. A list of attendees is enclosed.
During the meeting, the licensee described the proposed changes to the TSs for the pressurizer and MSL safety valves. The licensee also described its licensing approach and the technical analyses that it would perform. The licensing approach includes the use of a new Final Safety Analysis Report (FSAR), Section 15.2.3, turbine trip analysis for primary and secondary system overpressure evaluations. The analysis uses a Duke Energy methodology used for other Duke Energy plants but not currently described in the Harris FSAR. Therefore, Duke Energy concluded that the analysis requires prior NRC approval. The NRC staff and the licensee discussed each of the above topics, and the licensee indicated that it would consider NRC staff comments in the preparation of the LAR.
No regulatory decisions were made at the meeting. No members of the public were in attendance. No Public Meeting Feedback forms were received.
