SUBJECT: NRC INSPECTION REPORT 50-269/98-01, 50-270/98-01, 50-287/98-01
Dear Mr. McCollum:
On February 5, 1998, the Nuclear Regulatory Commission (NRC) completed a
special two week team inspection of the corrective action program at your
Oconee 1, 2, and 3 reactor facilities. The enclosed report presents the
results of that inspection.
Overall, the Oconee corrective action program was found to be adequate.
However, the number of inspection findings indicate that continued attention
towards improving program implementation through the Oconee Recovery Plan is
warranted. One violation of NRC requirements was cited in the enclosed
Notice of Violation (Notice) involving the plugging of the Unit 1 pressurizer
surge line drain due to the use of excessive amounts of purge paper in support
of associated welding activities. This violation is of concern because there
was a previous opportunity via the corrective action program to provide
adequate maintenance procedure guidance to preclude the recurrence of this
type of event. The circumstances surrounding this violation are described in
detail in the enclosed report.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is
necessary to ensure compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter, and its enclosures, and your response will be placed in the NRC
Public Document Room (PDR).
