SUBJECT:
NRC INSPECTION REPORT 50-269/96-20, 50-270/96-20,
50-287/96-20 AND NOTICE OF VIOLATION
Dear Mr. Hampton:
On February 8, 1997. the NRC completed an inspection at your Oconee Nuclear
Station. The enclosed report presents the results of that inspection.
During the six-week period covered by this inspection, your conduct of
activities at the Oconee facilities was generally characterized.by safety
conscious Operations, Maintenance, and Engineering practices. However, two
violations of NRC requirements were identified. The violations are cited in
the enclosed Notice of Violation (Notice), and the circumstances surrounding
the violations are described in
detail in
the enclosed report. The first
violation is of concern because.the lack of a programmatic reactor building
closeout procedure resulted in a poor understanding of reactor building
material conditi.on. The second violation is of concern because the failure to
place an operations procedure on administrative hold to prevent its use prior
to being changed, was a major factor in the September 24, 1996, Unit 2 water
hammer event.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is
necessary to ensure compliance with regulatory requirements.
In a*ccordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room
(PDR).
