SUBJECT:

NRC INSPECTION REPORT 50-269/96-13, 50-270/96-13,

50-287/96-13 AND NOTICE OF VIOLATION

Dear.Mr. Hampton:

On October 5, 1996, the NRC completed an inspection at your Oconee 1, 2, and 3

reactor facilities. The enclosed report presents the results of that

inspection.

During the 6-week period covered by this inspection, your conduct of

activities at the Oconee facilities was generally characterized by safety

conscious Operations, Maintenance, and Engineering practices. However, three

violations of NRC requirements were identified. The first violation is of

.

concern because site procedures did not incorporate some Quality Assurance

Topical Report requirements. The second violation is also of concern because

it involved a failure to perform an adequate 10 CFR 50.59 evaluation for a

modification associated with piping connected to the reactor coolant system.

The third violation involved plant service water issues that had been

previously-discussed with the-NRC and corrective actions were in progress.

These violations are cited in the enclosed Notice of Violation (Notice), and

the circumstances surrounding the violations are described in detail in the

enclosed report. Please note that you are required to respond to this letter

and should follow the instructiqns specified in the enclosed Notice when

preparing your response. Regarding Violation C, the NRC has concluded that

information regarding the reason for this violation, the corrective actions

taken and planned to correct the /violation and prevent recurrence is already

adequately addressed on the docket in Inspection Report 50-269,270,287/94-39

and correspondence dated December 28, 1995, and July 2, 1996. Therefore, you

are not required to respond to Violation C. unless the description therein

does not accurately reflect your corrective actions or your position. In that

case, or if you choose to provide additional information in relation to

Violation C, you should followsthe instructions specified in the enclosed

Notice. The NRC will use your response to Violations A and B, in part, to

determine whether further enforcement action is necessary to ensure compliance

with regulatory requirements.
