By letter dated August 28, 1997, Duke Energy Corporation submitted amendments to the Oconee Nuclear Station, Units 1, 2, and 3, Technical Specifications to modify the Emergency Condenser Circulating Water System. During our review, we have discovered the need for additional information as described in the enclosure. We request your response within 30 days of receipt of this letter.

REQUEST FOR ADDITIONAL INFORMATION EMERGENCY CONDENSER COOLING WATER SYSTEM OCONEE NUCLEAR STATION

1.

Provide system diagrams or markups for new and existing systems showing proposed pipe sizes and piping classifications.

2.

Were the essential siphon vacuum (ESV) pumps evaluated for internally generated missiles? What are the results? If not, why is it not necessary?

3.

How were the ESV and siphon seal water systems evaluated for high and moderate energy line breaks? What are the results? If not, why is it not necessary?

4.

For portions of a system that has piping that is not seismically qualified, how does Oconee ensure that a pipe break will not adversely affect fulfilling the safety function?

For example, on page 11 in Attachment 3, Oconee states that portions of the ESV are Class F (seismic) and others are Class G (nonseismic).

5.

In the emergency condenser circulating water functional test, will the occurrence of the unassisted siphon be verified by delaying the initiation of the ESV pumps by 2 minutes, as it would in a loss of offsite power (LOOP)? If not, why is it not necessary?

6.

What, if any, controls are needed to ensure that the unassisted siphon occurs following a LOOP? What, if any, alternate actions could be taken?

7.

In the ESV surveillance test, will the float valve heat tracing be tested for operability?
