REQUEST FOR RELIEF NO. 97-03 HIGH PRESSURE INJECTION PUMP 3A RECIRCULATION LINE WELD REPAIR - OCONEE NUCLEAR STATION, UNIT NO. 3 (TAC NO. M99018)
Dear Mr. McCollum:
By letter dated June 17, 1997, Duke Power Company (licensee) requested relief from the radiographic examination requirement of the 1992 ASME Code,Section III, for a weld in the High Pressure Injection Pump 3A minimum recirculation orifice assembly for Oconee Nuclear Station, Unit No. 3. The staff finds the proposed request for relief to be acceptable, and has provided its evaluation in the enclosed Safety Evaluation.
The staff has determined that your proposed alternative of an ultrasonic examination of the weld is a reliable volumetric examination but suffers from a drawback of missing shallow surface flaws due to the near-field effect of the ultrasonic transducer. However, your proposal to perform a surface examination using liquid penetrant, combined with the ultrasonic examination of the weld, provides an acceptable level of quality and safety.
Therefore, your request for relief to perform ultrasonic and liquid penetrant examinations in lieu of the Code-required radiographic examination of Weld No. 3-HPI-262-45 on the orifice assembly is authorized, pursuant to 10 CFR 50.55a(a)(3)(i).
