THIRD 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN REQUEST FOR RELIEF NO. 98-01 FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TAC NOS. MA1334, MA1335, AND MA1336)
Dear Mr. McCollum:
By letter dated March 25, 1998, Duke Energy Corporation (Duke) submitted Request for Relief No. 98-01, seeking relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code)Section XI to take credit for limited ultrasonic examinations on the Pressurizer-to-Head weld and specific Letdown Cooler Heat Exchanger Nozzle-to-Vessel welds. Duke found that the examination coverage of the subject Unit 1 welds did not meet the 90 percent examination requirements of the Code and, for all three units, achievement of greater than 90 percent examination coverage for these welds is impractical.
Based on the information provided, the staff and its contractor, the Idaho National Engineering and Environmental Laboratory, concluded that certain inservice examinations are impractical to perform to the extent required by the ASME Code at Oconee Nuclear Station, Units 1, 2, and 3.
As explained in the enclosed Safety Evaluation and Technical Letter Report (as part of and attached to the Safety Evaluation), the staff has concluded that pursuant to Title 10 of the Code of Federal Regulations, Section 50.55a(g)(6)(i) relief is granted for Relief Request No. 98-01.
The licensee has submitted this request for Units 1, 2, and 3; however, only the Unit 1 examinations have been completed to-date. The licensee expects similar limitations and results to apply to the volumetric examinations performed on the same welds for Units 2 and 3.
