NRC INSPECTION REPORT 50-269/98-04, 50-270/98-04, AND 50-287/98-04
Dear Mr. McCollum:
The refers to the inspection conducted on March 2-5, 1998, at your Oconee
facility. The enclosed report presents the results of that inspection.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.

Based on the results of this inspection, a repeat violation of NRC
requirements was identified and is cited in the enclosed Notice of Violation
(Notice). The circumstances surrounding the violation are described in detail
in the enclosed report. The violation is of concern because it is a repeat of
a problem involving failure to secure Safeguards Information.
Please note you are required to respond to this letter and should follow the
instructions specified in the enclosed Notice when preparing your response.
The NRC will use your response, in part, to determine whether further
enforcement action is necessary to ensure compliance with regulatory
requirements.
Repetitive violations are addressed in the NRC's "Statement of Policy and
Procedure for NRC Enforcement Actions," (Enforcement Policy), NUREG-1600
Section IV.B. The Enforcement Policy allows the severity level of a violation
to be increased if the violation can be considered repetitive. For example, a
Severity Level IV violation could be increased to Severity Level III with the
attending escalated enforcement action. However, in this case, we have
decided not to increase the severity level of the violation because of the
immediate corrective action that was taken, the low safety significance and
your overall satisfactory performance in this area.
