REQUEST FOR ADDITIONAL INFORMATION FOR THE REVIEW OF THE APPLICATION TS 1, 2, AND 3, LICENSE RENEWAL
Dear Mr. McCollum:
By letter dated July 6, 1998, Duke Energy Corporation (Duke) submitted for the Nuclear Regulatory Commission's (NRCs) review an application Pursuant to 10 CFR Part 54,to renew the operating licenses for the Oconee Nuclear Station (Oconee), Units 1, 2, and 3. Exhibit A to the application is the Oconee Nuclear Station License Renewal Technical Information Report (OLRP-1001) I which Contains the technical information required by 10 CFR Part 54. The NRC staff is reviewing the information contained in OLRP-1001 and has identified, in the enclosure, areas where additional information is needed to complete its review. Specifically, the enclosed questions are from the civil Engineering and Geosciences Branch (ECGB) regarding section 3.7.9 of OLRPP LPD R
Please provide a schedule by letter, electronic mail, or telephonically for the submittal Of your responses within 30 days of the receipt of this letter. Additionally, the staff would be willing to meet with Duke prior to the submittal of the responses to Provide clarifications of the staffs requests for additional information.

3.7.9 Turbine Building 3.7.9-1 Has settlement been observed in the Turbine Building over the long-term (time dependent). Describe the extent to which settlement is monitored and what, if any, aging management program would be relied upon to manage settlement.
3.7.9-2 Caulking and sealants that are not fire barriers and are exposed to ambient conditions are susceptible to degradation due to weathering. Your submittal did not address degradation of caulking and sealant. Provide a discussion of aging degradation of caulking and sealants (that are not fire barriers) and an aging management program that will address any degradation.
3.7.9-3 Provide a discussion of the intended function(s) of the siding of the Turbine Building. Include in your discussion whether or not the siding is designed to be blown away during a tornado such that the steel frame will not be subject to the full extent of tornado loadings. Additionally, provide a description of the attachments, e.g., type and material of construction, between the siding and the steel frame and details of your aging management program for addressing degradation of these attachments, i.e., steel in an air environment, such that the intended function for the siding is maintained.
