Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Technical Specification (TS) Bases Revision 61 and Technical Requirements Manual (TRM) Revision 62 Pursuant to PVNGS TS 5.5.14, Technical Specifications Bases Control Program, Arizona Public Service Company (APS) is submitting TS Bases Revision 61 and TRM Revision 62. TS Bases Revision 61 was implemented on December 19, 2014 and TRM Revision 62 was implemented on November 12, 2014. Electronic files of the revised TS Bases and TRM are provided as Enclosure 1. The summary of changes for each document is provided in Enclosure 2.

ENCLOSURE 2 PVNGS Technical Specification Bases Revision 61 and TRM Revision 62 Summary of Changes

ENCLOSURE 2 PVNGS Technical Specification Bases Revision 61 and TRM Revision 62 Summary of Changes Technical Specification Bases Revision 61 includes the following changes:

  • LDCRs 12-BOO7 and 14-BO10 reflect conforming changes to the Technical Specification (TS) Bases to implement License Amendment 193, dated June 25, 2014. The changes involve the adoption of TSTF-500, related to station batteries. Specifically, the descriptions of TS 3.8.4, DC Sources - Operating, TS 3.8.5, DC Sources - Shutdown, and TS 3.8.6, Battery Parameters.
  • LDCR 14-BOO5 reflects a change in the designation of Spent Fuel Pool (SFP) storage module 5 for Unit 1 only. Specifically, this changes module 5 from being Region 3 to Region 2/4. Module 5 is located near the northwest corner of the SFP. This change restores the original designation for Unit 1, and matches Units 2 and 3.
  • LDCR 14-BOO6 reflects a clarification of the descriptions of TS 3.3.12, Boron Dilution Alarm System (BDAS), and TS 3.9.2, Refueling Operations, Nuclear Instrumentation, regarding the relationship of the audible indication function of the Startup Range Monitor (SRM) to the BDAS alarm function. Specifically, if the SRM is inoperable strictly due to a loss of its audible indication function, and the SRM is able to provide neutron flux indication signal to the associated BDAS channel, the BDAS channel can be considered operable.

These LDCRs were implemented in TS Bases Revision 61 which was made effective December 19, 2014.

Technical Requirements Manual (TRM) includes the following changes, implemented in TRM Revision 62:

  • LDCR 14-RO02 modified the TRM to add a Function column to Remote Shutdown Disconnect Switches in TRM T7.0.100 and Remote Shutdown Control Circuits in TRM T7.0.200. In addition, various devices that are not required to support post-fire MODE 3 operations were removed from TRM Table T7.0.200, consistent with established industry and NRC protocol.
  • LDCR 14-RO03 modified the TRM to remove locked valve surveillance requirements, specifically, for TLCOs T3.4.104, RCS Vents (Reactor Head Vents), T3.4.202, Pressurizer Vents, T3.7.202, Essential Cooling Water (EW) System, T3.7.203, Essential Spray Pond System (ESPS),

and T3.7.204, EssentialChilled Water (EC) System. The valves remain in the locked valve program (Procedures 40AC-OZZ06, Locked Valve, Breaker, and Component Control, and 40DP-9OP19, Locked Valve, Breaker, and Component Tracking) consistent with TS 5.4.1(a). Removal eliminates redundancy of administrative controls.

  • ENCLOSURE 2 PVNGS Technical Specification Bases Revision 61 and TRM Revision 62 Summary of Changes LDCR 14-R004 modified the TRM to reflect FUNCTIONAL /

FUNCTIONALITY as a defined term and to appropriately reflect the use of the term throughout the TRM; generally, substituting this term, for the term OPERABLE. The TRM is also clarified to use the terms Operability Determination and Functional Assessments, as appropriate.

The purpose of the change is to align the TRM with current industry and NRC protocols, as described in NRC Inspection Manual Chapter 0326, Operability Determinations& FunctionalityAssessments for Conditions Adverse to Quality or Safety, and procedure 40DP-90P26, Operations PVAR Processing and Operability Determination/ Functional Assessment.

These LDCRs were implemented in TRM Revision 62 which was made effective November 12, 2014.
