The provisions of 10 CFR 72.48 allow licensees to make changes to the design of the independent spent fuel storage installation (ISFSI) and certified cask designs without prior NRC approval. The requirements of 10 CFR 72.48(d)(2) include a biennial report of changes implemented in accordance with the provisions of 10 CFR 72.48.

Duke Energy Progress, Inc., recently discovered that a 10 CFR 72.48(d)(2) Biennial Report has not been previously submitted for the Brunswick Steam Electric Plant (BSEP) ISFSI covering the period since the initial loading of a cask on October 12, 2010 (i.e., Reference 1). The purpose of this report is to inform the NRC, in accordance with the provisions of 10 CFR 72.48, that Duke Energy has not performed any 10 CFR 72.48 Evaluations for the BSEP ISFSI for the reporting period between October 12, 2010, and August 26, 2014.
