U.S. Nuclear Regulatory Commission Response to Request for Additional Information License Amendment Request Reactor Building Vital Area Access Docket No. 50-219 November 3, 2014 Page 2 By letter dated December 19, 2013 (Reference 1), Exelon Generation Company, LLC, (Exelon) submitted a License Amendment Request (LAR) for Oyster Creek Nuclear Generating Station (OCNGS) pursuant to 10 CFR 50.90 requesting U.S. Nuclear Regulatory Commission (NRC) approval to implement an "altemativemeasure"to satisfy the regulatory requirements of 10 CFR 73.55(e)(9) related to controlling vital area access for certain portions of the Reactor Building at OCNGS. In accordance with 10 CFR 73.55(r), the NRC may authorize an applicant or licensee to provide a measure for protection against radiological sabotage other than one required by 10 CFR 73.55 if the applicant or licensee demonstrates that the measures meet the same performance objectives and requirements specified in 10 CFR 73.55(b).

The Reference 1 letter contained Safeguards Information (SGI), which was protected pursuant to 10 CFR 73.21. By letter dated January 31, 2014 (Reference 2), Exelon submitted supplemental information to support the NRC's review process by providing non-SGI documentation supporting the no significant hazards consideration and environmental consideration. This information was suitable for any necessary publication in the Federal Registerand public dissemination.

Subsequently, in a letter dated September 10, 2014 (Reference 3), the NRC indicated that it had reviewed the supporting information submitted in the Reference 1 letter and needed additional information to support its continued review.

This response to the Reference 3 letter contains Safeguards Information and this information is being protected pursuant to 10 CFR 73.21. The affected attachments have beenappropriatelyidentified-and-maed-to-reftect-Safeguardis-information-content.

Accordingly, Attachment I (Safeguards Information) provides Exelon's response to the NRC's request for information contained in the Reference 3 letter. Attachments 2 through 4 (SafeguardsInformation) include copies of figures, Target Set review information, and proposed Security Plan changes in support of this response.

U.S. Nuclear Regulatory Commission Response to Request for Additional Information License Amendment Request Reactor Building Vital Area Access Docket No. 50-219 November 3, 2014 Page 3 Exelon has reviewed the information supporting a finding of No Significant Hazards Consideration and Environmental Consideration provided to the NRC in the Reference 1 and 2 letters. The additional information provided in this submittal does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration. In addition, the additional information provided in this submittal does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment need be prepared in connection with the proposed

.amendment.
