Dear Mr. Millen:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated July 2, 2014 (Agencywide Documents Access and Management System Accession No. ML14183A944), NextEra Energy Point Beach, LLC (NextEra) submitted a license amendment request (LAR) for the Point Beach Nuclear Plant (Point Beach), Units 1 and 2, to adopt Technical Specifications Task Force Traveler (TSTF)-523, Revision 2, Generic Letter 2008-01, Managing Gas Accumulation, using the NRCs consolidated line item improvement process. Specifically, NextEra proposes to modify the Point Beach technical specification requirements to address NRC Generic Letter 2008-01, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems. The proposed changes would revise and add technical specification surveillance requirements to verify that the system locations susceptible to gas accumulation are sufficiently filled with water and to provide allowances which permit performance of the verification.

The purpose of this e-mail is to provide the final results of the NRC staffs acceptance review of this request.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed change. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff in the Technical Specifications Branch of the Office of Nuclear Reactor Regulation has reviewed your application and concluded that there appears to be sufficient technical information, both in scope and depth, to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the LAR in terms of regulatory requirements and the protection of public health and safety and the environment.

If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
