H. B. ROBINSON STEAM ELECTRIC PLANT UNIT 2 -

IN-SERVICE TESTING (DST)

PROGRAM FOR PUMPS AND VALVES FOR THE SECOND 10 YEAR INTERVAL -

(TAC 11215)

We have completed our review of your revised In-Service Test (IST) program for inspection interval 2 (March 7, 1981 to March 7, 1991) submitted by letter dated January 13, 1984 for H. B. Robinson Unit 2. The submittal was supplemented by letter dated April 13, 1984.

Your submittals contained requests for relief for H. B. Robinson Unit 2 from the American Society of Mechanical EngineersSection XI Code requirements for inservice testing of pumps and valves. These requests superseded your earlier requests dated March 10, 1981 and December 9, 1982.

Our findings are summarized in the enclosed Safety Evaluation (SE)

Sections 2 and 3 of the SE certain reliefs and denials including the basis of each (see Appendix E for list of denials).

The pumps and valves of the fire protection system were not reviewed in the enclosed SER.

You are required to comply with the IST program dated January 13, 1984 as amended on April 13, 1984 in accordance with the relief granted or denied by the SER. Any program revisions subsequent to and/or not in compliance with those notes in the SER are not approved. Required program changes, such as additional relief requests or the deletions of any components from the cST program, should be submitted to the NRC under separate cover in order to receive prompt attention; but must not be implemented prior to the review and approval by the NRC.

In our evaluation of your program, we identified possible deficiencies in the scope of the program. These are summarized in Appendix D and E of the SE.

Please review our position regarding these valves in our SE and either schedule these for inclusion into your testing program or provide justification for their omission from your program within 30 days of receipt of this letter.
