SUPPLEMENT TO APPLICANT'S ANSWERS TO THE HARTSVILLE GROU" SECOND SET OF INTERROGATORIES AND REQUESTS TO PRODUCE INTERROGATORY NO. 1-2.
Describe in detail the administrative structure of each of the following CP&L departments. The description should include the Table of Organization with the incumbent in each position identified and assignment of responsibilities for ensuring adherence to NRC operating procedures, rules and regulations, a) Corporate Quality Assurance b) Corporate Nuclear Safety and Research c) Nuclear Operations Department d) Nuclear Plant Engineering Department e) Nuclear Plantr [ sic] Construction Department Since the service of CP&L's answers to the Hartsville Group's Second Set of Interrogatories on August 18, 1983, organizational changes involving management of CP&L's nuclear facilities have been made and anreunced.
CP&L hereinbelow supplements its answers to Interrogatories 1-2 and 1-3 as follows:

formed Nuclear Generation Group headed by a Senior Vice President-Nuclear Generation.- The new departments and section making up the Nuclear Generation Group are: Harris Nuclear Project Department; Robinson Nuclear

3 HARRIS NUCLEAR PROJECT PEPARTMENT The Harris Nuclear Project Department is divided into five major sections: Harris Plant Operations; Harris Plant Engineering; Harris Plant Construction; Harris Project Administration; and Harris -Plant Planning and Controls Section. The responsibilities of these Sections are briefly described below:
Harris Plant Operations Section This Section is responsible for the operation, maintenance, and management of the nuclear generating facilities at the Harris Site. The Section is headed by the General Manager with three subordinate units:
'Assistent to General Manager, Plant Operations, and Technical Support.
The General Manager-Harris Plant reports to the Vice President-Harris Nuclear Project Department. The General Manager is responsible for the safe, efficient, and dependable operation of CP&L's generating unit.
Harris Plant Engineering Section This Section is responsible for providing the design and engineering for the Shearon Harris Nuclear Project, including engineering support of I
i site activities, and for accomplishing corporate, group and depatemental y
goala associated with the project. The Section fulfills these responsibilities by managing the contract for. architect / engineer services; by providing technical direction.for project design: by performing site engineering support to Con-struction and Operations, including specified design activities; and by managing the procurement of engineered equipment.

- Harris Plant Construction Section This Section has the responsibility for construction management of the Shearon Harris Nuclear Project and for control of the constructor C
and various contractors who work on the site. The Section.is headed by

- Project Analysis, and Electrical Construction.
Harris Project Administration Section This Section provides a range of support services.-including document control, materials management, information service, training coordination,-

Harris Plant Planning and Controls Section This'Section provides planning and scheduling, cost and accounting, and industrial engineering scpport and services to site management.

7 ROBINSON NUCLEAR PROJECT DEPARMENT The Robinson Nuclear Project bepartment consists of the Robinson Plant Operations Section; the Project Construction Section; the Design Engineering Section; the Planning and Scheduling Section, and the Control and Administration Section.
Robinson Plant Operations Section This Section is responsible for the operation and maintenance of the Robinson Plant. The Section is divided into four units: the Operations and Maintenance Unit, the Technical Support Unit, the Environmental and Radiation Control Unit, and the Regulatory Compliance Unit.
Project Construction Section This Section is responsible for the construction activities involving major modifications or additions to the Robinson Plant, including: completing project assignments in a manner which minimizes impact on plant operations, keeping management informed, and meeting all regulatory and CP&L requirements.
The Section is divided inco two units: the Construction Unit and the Mechanical Unit.
Design Engineering Section This Section is responsible for all design engineering at the Robinson Plant including: coordination of large design engineering Projects with the
Nuclear Engineering and Licensing Department, completing special reviews and safety analyses, and maintaining as-built drawings.
Planning and Scheduling Section This Section is responsible for project planning and scheduling including:
maintaining the outage-refueling-maintenance master schedule, modification preparation and implementation, in-service inspection program, radwaste shipments, environmental programs, and other plant and CP&L plans and programs.
Control Administration Section This Section is responsible for project ' administrative activities including:
budgetary and costs control, personnel administrative matters, project.authori-i rations, security program, emergency preparedness program, plant procedures, and other duties and responsibilities as directed by the Manager-Robinson Nuclear Project Department.
NUCLEAR ENGINEERING'& LICENSING DEPARTMENT The Nuclear Engineering and Licensing Department is divided into four sections:
the Nuclear Licensing Section and three Engineering sections. In addition, the department Vice President has a Director - Safety Review - Nuclear Engineering on his staff.
Nuclear Licensing Section This Section acts as CP&L's interface with the NRC Office of Nuclear Reactor Regulation (ONRR) and the Office of Inspection and Enforcement.
The Section is responsible for coordination and preparation of responses to all ONRR activities, and the preparation of license amendment requests, revisions to the technical specifications, FSAR revisions, and other licensing documents. The Section advises CP&L management on critical licensing issues and ensures that all incoming NRC correspondence is routed properly and that responses are prepared to address licensing issues accurately.
The Section also is responsible for coordinating CP&L's nuclear activities with INPO, AIF, and EEI, the NRC Commitment Tracking Program, and other special nuclear activities.
Engineering The nuclear engineering sections provide technical support and guidance to the nuclear projects and maintain internal design engineering expertise to meet current and future demands.

The engineering activities are performed by three sections, two responsible for design activitics performed entirely by CP&L personnel, or by CP&L personnel with limited outside support, and one, the Nuclear Engineering Projects Section, responsible for direction of outside engineered projects and for coordination of all department engineering with the nuclear projects. The Nuclear Engineering Projects Section is in the process of initial staffing; certain section responsibilities are still being carried out within the Engineering Support Sections.
Nuclear Engineering Projects Section This Section is responsible for coordinating and interfacing with the operating nuclear project departments to assure effective utilization of the NELD resources and services.
Principal Engineers will direct the performance of A/E full-scope projects and provide direction for technical support resources on temporary site assign-ment (such as outage coverage), arrange for maintenance and test engineer services, provide for scheduling of newly-identified projects, coordinate plant and construction review of modification packages, and identify to management potential problems and recommended solutions to ensure effective completion of task assigned to the NELD. They also will provide a technical in support of technical review of outside A/E design products.

F procedures and coordination in support of the three sections performing design engineering, modification and support activities.

Engineering Support The two Engineering Support Sections provide design and engineering
. products (drawings, specifications, etc.), engineering for procurement, and support for construction and startup for modifications beyond the scope of plant organizations. The sections are organized into units by technical discipline, and each unit headed by a Principal Engineer who provides the technical expertise.to assure control of the design activities.
The Engineering Support, Nuclear Plant Section I will concentrate on mechanical and electrical systems design, including radwaste and other process functions.Section II will concentrate on civil, structural, architectural and analytical functions.
Director-Safety Review, Nuclear Engineering The primary responsibilities of the Director-Safety Review, Nuclear Engineering'ars to review documents generated by CP&L's nuclear organization and A/Es to identify problems or potential problems in engineered safeguards systems and plant safety features; to assess activities and trends in the industry regarding design and operation of safety features; to provide feedback to prec1.ude potential nuclear safety problems in ongoing plant designs and design of modification; and to assure that ALARA concepts for radiation control are considered in engineered designs.
9 NUCLEAR PLANT CONSTRUCTION DEPARTMENT The Nuclear Plant Construction Department consists of the Vice President, an administrative unit, the Construction Support Section and the Construction Procurement and Contracting Section. The Department
. conducts all procurement and contracting activities required to support the completion of construct?on projects and provides construction support to tne three Nuclear Project Depart.ments.

ENGINEERING & CONSTRUCTION SUPPORT SERVICES DEPARTMENT The Engineering & Construction Support Services Department provides support services to the other Departments within CP&L'in the areas of J
estimating, schedule coordination, budgeting, cost control, cost reporting, construction accounting, information management, and construction security oversight.
NUCLEAR STAFF SUPPORT SECTION The Nuclear Staff Support Section assists the Senior Vice President-Nuclear Generation, and the Execu ive Vice President-Power Supply and Engineering and Construction, in_ achieving a high degree of consistency among nuclear plants.
This Section is primarily responsible for coordinating the implementation and maintenance of programs that require high technical knowledge of methods and procedures and that should be relatively consistent among the plants, and for operational security oversight.
I RESPONSIBILITY ASSIGNMENTS All personnel, whether employees of or contractors to CP&L, are responsible for adhering to applicable NRC operating and admini,strative procedures, rules, and regulations.
Specific line management responsible for ensuring adhererce to these requirements is delegated to the applicable

plant Section Managers. This delegation of authority flows from a chain of comman'd beginning with the Chairman / President and CEO and from there to the Executive Vice President - Power Supply and Engineering and Construction, then to the Senior Vice President - Nuclear Generation, and then to the respective Vice Presidents and Manager under said Seninr Vice President.
In the case of the Brunswick Plant, the delegation of authority flows after said Executive Vice President to the Vice President - Brunswick Nuclear Project.
